For each of the following periods –
(a) up to the adoption of the Area Plan for the South (APS) by the Department of Infrastructure (DoI) on 7th December 2012;
(b) from the adoption of the APS on 7th December 2012 to its approval by Tynwald Court on 20th February 2013; and
(c) subsequent to the approval of the APS on 20th February 2013;
whether the Attorney General’s Chambers gave legal advice or opinions, either orally or in writing to the Department of Infrastructure to the effect that the applicable legislation had not been or may not have been fully complied with in relation to the production of the APS and/or that sections of the APS could be subject to a successful legal challenge; and if so, which sections or proposals in the APS did that advice or those opinions relate to and on what dates was that advice or were those opinions given?

Whether the entire Council of Ministers approved the cost of the review of National Insurance and Social Security policy; and, if not, which Ministers approved it?

Why HM Attorney General is suspended from duty?

 

 

4. The Hon. Member for Douglas North (Mr Houghton) to ask the Chief Minister (Mr Bell) –
If he will take action to bring an end to advocates’ representing clients in the small claims court?

 

 

5. The Hon. Member for Michael (Mr Cannan) to ask the Minister for the Treasury (Mr Teare) –
How many Departments have overspent their budgets in 2013/14; and how many have informed the Treasury they are carrying forward the overspend into the next financial year?

How much funding has been removed from school budgets for provision of centralised services; and how that money is now divided?

When Treasury approved the sum for the review of National Insurance and Social Security policy; and whether Health Services policy is included in the review of National Insurance and Social Security policy?

Where the cost of the review of National Insurance and Social Security policy is reflected in the 2014/15 budget?

Which statutory powers were used for authorising the review of National Insurance and Social Security policy?

 

10. The Hon. Member for Douglas North (Mr Houghton) to ask the Minister for the Treasury (Mr Teare) –
Why his Department has failed to collect overdue National Insurance Contributions and tax during his period in office; and what he is going to do about it?

 

 

 

11. The Hon. Member for Douglas North (Mr Houghton) to ask the Minister for the Treasury (Mr Teare) –
Whether he approved the Department of Social Care’s employment of consultants to advise on the National Insurance Fund and to withdraw three quarters of a million pounds from the fund to offset their proposed fees?

 

 

12. The Hon. Member for Douglas North (Mr Houghton) to ask the Minister for the Treasury (Mr Teare) –
How much has been paid to consultants from the National Insurance Fund in each of the last five years; who approved the payments; and why Tynwald was not informed of the magnitude of such payments?
